The Board of Directors is responsible for setting SASCU's strategic direction. It accomplishes this by ensuring commitment to sound governance and risk management practices.

Constance Ladell, Board Chair

Constance Ladell is a lawyer who, prior to her retirement, was General Counsel, Corporate Secretary and Chief Privacy Officer for BCLC. Her legal and corporate expertise includes risk management, regulatory and anti-money laundering compliance, internet commerce, IT contracting, procurement, privacy and policy development. In addition to her role as a Corporate Secretary, she has over 30 years of governance experience serving on both for-profit and non-profit boards such as corporations, women’s centres, animal welfare organizations, a community association, a symphony, a YM-YWCA and a seniors’ housing society. 

Constance presently serves on the board of the Shuswap Community Foundation and chairs its Governance and Risk Management committees. She is currently appointed as the Alternate Director for Area E. For the past 11 years she has volunteered sorting donations at the Sicamous United Church Thrift Shop, where she is also a church trustee. She recently retired as a coordinator of her community neighbourhood emergency program but remains passionate about emergency preparedness in the face of climate change.

Steven DeBoer, Board Vice Chair

Steven DeBoer is an experiences finance professional and a CPA, with experience in public accounting (Deloitte Calgary and locally at Grant Thornton LLP) and as VP of Finance and Business Operations at local robotics company 4AG Robotics Inc. He has over 10 years of executive board experience, including roles as President, Vice-President, and Treasurer.  

Steven has a long history of service in the Shuswap, starting the radio station CKVS 93.7: Voice of the Shuswap and was a longstanding volunteer and board member of the Shuswap Agricultural Association operating the Salmon Arm Fair in the roles of Vice-President, Treasurer, and President. He also served as Treasurer of the Salmon Arm Chamber of Commerce, a Mentor and Organizer of the Shuswap’s Launch-a-Preneur program, a Trustee for the Salmon Arm College Scholarship Fund, member of the Okanagan College Regional Advisory Council, and a director for the Salmon Arm Economic Development Society.

Tanja Carlson, Board Secretary

Tanja Carlson has been with Community Futures Shuswap for 22 years. Her role as Business Development Offer provides business advisory services and financing to new and existing entrepreneurs in the Shuswap. She has strong business acumen, analytical skills and through her work, delivers advice and growth strategies. Tanja has played a part in the success of countless businesses throughout the Shuswap and has gained extensive experience in project implementation and management. 

She has thoroughly enjoyed her first term as a director for SASCU and currently sits as President on her Strata Council. Her volunteer work has included being a director for the Shuswap Association for Community Living and the Downtown Improvement Association, plus serving as a judge for 4-H speech competitions.

June Stewart, Board Director

(1986 – 2016; 2022 – Current), CUDA Program Graduate

June Stewart was first elected to the board in 1986 and served for 30 years.  After taking a six year break, she returned to the board in 2022. She has served in every table officer position and on every committee during her tenure.  Now retired, June’s work experience included 20 years as a small business lender and 10 years as Executive Director with Shuswap Children’s Association.   June shares her extensive governance experience and training by consulting with local non-profits to help strengthen their board practices. 

June is a long-time resident of Salmon Arm and has volunteered with numerous organizations including serving on the boards of Minor Baseball, Literacy Alliance, and Minor Softball, building the ball diamonds at Elk’s Park, and sitting on various City of Salmon Arm advisory committees including the Official Community Plan Review, Social Impact Committee, Parks, Affordable Housing, Downtown Parking Commission, and Child Care Needs Assessment.   Most recently June joined the Shuswap Cardiac Society board and is volunteering as an advisor at the Senior’s Resource Centre.

Dawn Dunlop, Board Director

Dawn Dunlop is the Executive Director of the Canadian Mental Health Association – Shuswap/Revelstoke branch and holds degrees in Psychology, Non-Profit Leadership, a Graduate Degree in Marriage and Family Therapy, plus completed a Masters Degree in Leadership from Royal Roads University. Dawn has over 30 years’ experience in the government and non-profit sector in both rural and urban settings and has expertise in developing and operating affordable housing. 

Dawn has served on multiple Boards including the BC Non-Profit Housing Association, Salmon Arm Economic Development Society, Community Action Initiative, and has been on the SASCU board since 2020. Growing up on a farm in the prairies, she learnt from a young age about giving back to the community.  You can find her hiking and running on our trails and she currently lives on a hobby farm with all her critters.

Ken Rogers, Board Director

(2023 – Current), CUDA Level A

Ken Rogers is a retired professional accountant and businessperson. His professional roles included President, CFO and VP for several publicly traded companies, owner of small businesses, plus business consultant for private, public and government clients. Ken brings strong hands-on experience in regulatory compliance, business planning, board governance, and risk management. 

Having been an active member of Vancity Credit Union for many years, Ken saw firsthand the value that credit unions bring to a community - where decisions are made locally, and the benefits remain within the community. Ken brings his passion, training, and experience to the SASCU Board to support the development of a prosperous and livable community within the Shuswap.

Riley Boudreau, Board Director

(2024 - Current)

Riley Boudreau is a serial entrepreneur, philanthropist, and leader locally and globally. Riley has focused much of his career around his entrepreneurial ability to leverage technology and engage with experts to make an exponential impact while on a minimal budget. In 2022, Riley founded a 45,000 sq. ft nutraceutical mushroom farm, growing legal superfood mushrooms that have a phenomenal impact against today’s various chronic diseases. 

In Salmon Arm, Riley volunteers with the Dinner Rotary Club, and has managed Salmon Arm waterslides, volunteered with South Canoe Outdoor School, and led the Grindrod School Sustainable Agriculture project. Globally, Riley’s largest impact was launching Stand with Nepal Charity, rebuilding Khari Village District after it was struck by the 2015 earthquake, rebuilding 83 houses, 3 schools, a community hall, and supplying mosquito nets, medicine, and running blood drives.

Dave Witt, Board Director

(2017 – Current), CUDA Program Graduate & ACCUD

Dave Witt holds a Bachelor of Education degree specializing in Commerce and English and an Educational Master’s degree specializing in Science and Technology. After 36 years in public education, Dave retired as Superintendent of School District No. 83 in 2013.  He is proud to represent the members of SASCU in his ninth year on the Board. 

He also volunteers as a director on the Shuswap Lifeboat Society, the governing body for the Royal Canadian Marine Search & Rescue Station #106. Dave has achieved the Accredited Credit Union Director Designation from the Canadian Credit Union Association.

Doug Easterbrook, Board Director

(2025 – Current)

Doug Easterbrook is a professional engineer with over 50 years of experience developing enterprise business software, specializing in systems with strong accounting foundations. In 1988, he founded Arts Management Systems, creating a comprehensive CRM solution for Arts, Entertainment, and Sports organizations across North America. As the developer of Theatre Manager, Doug built an ERP system that integrated ticketing, fundraising, finance, project planning, volunteer management, and web services; empowering venues to optimize their operations with single software solution. 

A lifelong volunteer, Doug chairs the North Shuswap Disaster Recovery Society, which has distributed $800,000 in post-wildfire relief to uninsured families. He also helped secure a $500,000 BC Active Transportation Grant as part of the North Shuswap Pathway committee. In Calgary, Doug contributed over 30 years to Storybook Theatre, including nine as Board President, where he led fundraising efforts and strategic planning. He also played a key role in the formation of the Calgary Community Arts Center consisting of 8 arts organizations that could share resources. 

 
 

Meet our Executive Leadership Team (ELT)

 

 

​Barry Delaney

President & Chief Executive Officer

​Barry has been the President & Chief Executive Officer of SASCU since he moved his family from Abbotsford in the spring of 2016. He is an active member of this community, past director of Salmon Arm Economic Development Board, Chair of the Brand Leadership Team and member of the Housing Task Force. A long-time supporter of post-secondary education, Barry is the retired Chair of the Board of Governors for the University of the Fraser Valley. Barry currently is a director on the Central1 Board, a large organization that provides back office services to credit unions across Canada.

Prior to SASCU, Barry held senior leadership positions as the interim CEO Northern Savings Credit Union, SVP First West Credit Union, CIBC and HFC. Barry holds an MBA from Queens University and a Bachelor of Commerce degree from the University of Calgary. Immediately after graduating from university, Barry worked for one year in Denmark at the LEGO toy company in their Marketing department. This is the only professional achievement of which his children are proud.

Barry has a passion for aviation and holds a commercial pilot’s license and instrument rating. He lives with his wife Ramona, in Salmon Arm with three of their seven children.

 

 

​Julie Langham Wall

Chief Operating Officer

Julie Langham Wall has held the position of Chief Operating Officer at SASCU since March 2024, and previously held the positions of Vice President, Experience & Brand and Vice President, Sales & Service at SASCU during the previous 13 years. With over thirty years’ experience in financial services, she has had the opportunity to collaborate with partners in sales, training, customer relationship management, and coaching and work with engaging, dedicated teams. She is passionate about the community-minded, collaborative and forward-thinking world of the credit union. 

At SASCU, Julie has created an environment that puts the member in the centre of everything that we do. She oversees the Wealth, Insurance, Retail Banking, Commercial, Brand, Contact Centre and Central Operations divisions, all of whom partner to address our member and community needs. She has overseen the creation of new member service models as well as the creating of two new branch models. She firmly believes we are here to turn our members’ hopes and dreams into action.  

Julie has worked on Economic Development, Canadian Mental Health Association and Immigrant Employment network boards throughout her career and finds a strong sense of fulfillment in understanding and contributing to the communities in which she has lived.

Julie obtained her MBA in Executive Management at Royal Roads University in 2018. Prior to that, she obtained her Canadian Securities Course and Professional Financial Planning certificates. She and her husband Doug are parents to six children and one dog. All but the dog have left home to pursue their own dreams.

 

 

Roy Hart

Chief Technology Officer

As SASCU’s Chief Technology Officer, Roy is responsible for leading the organization’s technology strategy and ensuring systems evolve to meet the needs of members and the community. With more than 25 years of executive experience in technology, operations, and digital transformation, Roy brings a strong record of modernizing platforms, strengthening governance, and guiding high‑performing teams.

Before joining SASCU, Roy served as Vice President & Chief Information and Technology Officer at Manitoba Public Insurance. In that role, he advanced enterprise cloud adoption, introduced AI‑enabled capabilities, and delivered complex initiatives focused on operational excellence and improved service delivery.

Roy is committed to fostering a culture of curiosity, clarity, and collaboration. He is passionate about building scalable, member‑focused solutions that support long‑term organizational resilience.

Roy and his wife, Terrie, make their home in Salmon Arm. They enjoy travelling, the arts, spending time outdoors, and are proud of their blended family of three adult daughters who live in Edmonton and Toronto.

 

 

Darren Bryce

Vice President, Finance

Darren Bryce leads the finance team as SASCU's Vice President, Finance.

Darren first joined SASCU as the Controller in 2020. He holds a Bachelor of Commerce from Laurentian University and the CPA Designation. He has more than 15 years’ experience in the financial industry, include leadership roles in finance and treasury at two other Credit Unions in Manitoba. 

Darren and his wife, Cydney, live in Salmon Arm with their three boys. Outside of work, Darren celebrates the outdoors with activities including snowboarding, skiing and running. 

 

 

Joanna Markin

Vice President, People & Culture

With over 30 years of experience in Human Resources, Joanna Markin is a seasoned professional specializing in people management, organizational culture, and corporate development. Currently serving as Vice President of People and Culture at SASCU, Joanna plays a pivotal role in shaping the company’s HR strategies, aligning them with the organization's broader vision. 

In Joanna’s previous role with Coastal Community Credit Union, she was able to further hone her leadership in HR practices and employee development. Prior to this, she worked as Director of Human Resources, Corporate Safety, and Technology at the City of Nelson for 14 years. During her tenure, she led numerous initiatives to enhance employee engagement, streamline HR processes, and foster a safety-conscious work environment. Her expertise in overseeing technology integrations within HR functions also contributed to modernizing the city's operations. 

At SASCU, Joanna focuses on developing, implementing, and administering HR and training policies, programs, and systems. She is passionate about cultivating a work culture that reflects the organization's values and fosters employee success. As a Chartered Professional in Human Resources (CPHR), she is committed to leading teams that prioritize people, ensuring they’re able to thrive personally and professionally. 

Born and raised in Nelson, BC, Joanna is also a proud mother of two boys and two girls. With lots of family in the Okanagan, she cherishes spending time with her adult children and enjoying the moments they share together. Family is at the heart of everything she does. 

 

 

​Kelly Bennett

Vice President, Strategy & Partnerships

Kelly Bennett is a seasoned financial professional with over 20 years of experience in financial management and leadership. A Chartered Accountant (CA) since 2004, Kelly has built a career that spans various roles and industries. Kelly started her career in Abbotsford with MNP LLP and then moved back to her hometown of Salmon Arm in 2011 to work with BDO Canada. Subsequently, she served as the Chief Financial Officer for the District of Sicamous for nine years, overseeing the district’s financial operations and strategies and then transitioned into the role of Chief Administrative Officer for an additional two years.   

She previously served as a Director with SASCU and the District of Sicamous Development Corporation. Currently, Kelly serves as the Vice President of Strategy and Partnerships at SASCU, where she leverages her background to drive strategic initiatives and foster key partnerships.  

In her free time, she enjoys playing outdoors and enjoying the beauty of the Shuswap with her husband and two daughters, whether on a ski hill or on the lake.
